DEC Campgrounds never closed

Back in March, the DEC announced that it would be closing a number of DEC campgrounds around the state due to budget problems. It seems that the DEC never really closed the campgrounds.
There are some who believe that the DEC closed the campgrounds to make it as painful as possible for the public. There were many other programs that could have been cut, but the DEC chose the one that would be as painful as possible.
The criteria was that any campground that didn't generate enough sales to pay the expenses was closed. The public agreed with them, and fully accepted the closing.
The DEC then very quietly reopened the campgrounds.
