Wow. Thats pretty crazy. One would think that they did get a permit to do that, since people actually hike up there and would see this. Either way, it should be illegal all around because this would impose that it's ok to do this and the word would spread.

Most years we get a group or two of hunters who setup camps in an inappropriate way. A couple years a go, a female hiker had a bad interaction with a group of hunters at the Windham Lean-to. The hunters chased her down the trail with guns, and then chased her with their cars. The police intercepted the hunters, and they were arrested.
Often times the hunters don't know the rules, and get themselves into trouble. But, generally a vast majority of hunters follow the rules, and everyone has a good experience.
If there is an issue, you should contact the Ranger listed at the Registration Box.
